Oregon minister who died protecting grandchild may finally get justice after 5 teens are arrested

Five teenage suspects have been charged with multiple felonies, including murder, in connection with the fatal shooting of Kevin Cooper, who was shot on November 1, 2025, and died over a month later. Investigators determined that the five suspects invaded Cooper’s home and shot him while his family was present. 

Since the shooting, detectives with the Enhanced Community Safety Team (ECST) have been working to identify those responsible through leads, evidence collection, witness interviews, and other investigative work. Furthermore, detectives with the Major Crimes Unit (MCU) were already actively investigating the same suspects for unrelated robbery cases, according to the Portland Police.

Zyaire E. Carter, 19, and Ty’Davion C. Burton, 18, both of Portland, were taken into custody on November 7, 2025, by the Special Emergency Reaction Team (SERT) and the Crisis Negotiation Team (CNT). Though their arrest was initially for unrelated charges, they have since been charged with multiple crimes that occurred before Cooper’s shooting, including attempted murder, assault, robbery, and unlawful use of firearms.

The Homicide Unit started working with ECST and MCU after Cooper died from his injuries on December 12.

Following the consecutive execution of three search warrants by SERT and CNT on January 6, 2026, two additional suspects were apprehended for robberies preceding the murder: 18-year-old Jayden J. Sarinana of Portland and a 17-year-old male juvenile. Subsequently, a Multnomah County grand jury indicted Zyaire Carter, Ty’Davion C. Burton, Jayden Sarinana, and Jordan Perkins in connection with the murder of Cooper.

Jordan C. Perkins, an 18-year-old from Portland, was arrested on February 5, 2026, with assistance from the U.S. Marshals Service and ECST. Perkins, along with Carter, Burton, and Sarinana, is currently detained in the Multnomah County Detention Center, facing charges including murder, robbery, and shootings. The juvenile male involved in the case is being held in a separate facility.

The five suspects are being investigated in relation to additional robberies, and more charges may be pending. 

As of now, charges include the following:

Zyaire Carter and Ty’Davion C. Burton: Murder in the First Degree, Unlawful Use of a Weapon (4 counts), Unlawful Possession of a Firearm, Assault in the First Degree, Burglary in the First Degree, Recklessly Endangering Another Person (4 counts), Unauthorized Use of a Motor Vehicle, and Menacing. 

Jayden J. Sarinana: Murder in the Second Degree (2 counts), Assault in the First Degree, Burglary in the First Degree, Recklessly Endangering Another Person (4 counts), Unauthorized Use of a Motor Vehicle, and Menacing.

Jordan Perkins: Murder in the Second Degree (2 counts), Assault in the First Degree, Burglary in the First Degree, Recklessly Endangering Another Person (4 counts), Unauthorized Use of a Motor Vehicle, Menacing, and Unlawful Use of a Weapon (4 counts).

Juvenile male: Murder in the Second Degree (2 counts), Assault in the First Degree, Burglary in the First Degree, Recklessly Endangering Another Person (4 counts), Unauthorized Use of a Motor Vehicle, Menacing, and Unlawful Use of a Weapon (4 counts).

The victim’s family said Cooper was a grandfather, a minister in his local church, and devoted to his family.

Multnomah County Deputy District Attorney Eric Palmer, who is prosecuting the case, said, “We cannot tolerate this growing rate of violence among youth and young adults. Kevin Cooper should still be with his grandchildren, his wife, and his church. We look forward to delivering justice for Mr. Cooper’s family, holding these men accountable, and doing our part to prevent further acts of violence.”
