How the DR Congo conflict threatens Rwanda’s multimillion-dollar tourism industry

Rwanda’s $640 million tourism industry is facing potential disruption due to its alleged support of M23 rebels in DR Congo, sparking international pressure.

Several nations, including the UK and Belgium, have suspended aid to Rwanda, while a key government minister and ally of President Paul Kagame was recently sanctioned by the U.S. Kigali denies backing the rebels, but mounting diplomatic scrutiny threatens its global tourism partnerships and bids for major sporting events.

According to Semafor, Rwanda’s efforts to secure international sports deals—crucial for boosting tourism revenue—are now at risk. Industry executives warn that its high-profile Formula 1 grand prix bid is particularly vulnerable.

“Rwanda’s momentum could be slowed or even halted,” said Chris Miles, founder of Indianapolis-based Starting Grid. He noted that F1’s concerns over geopolitical risks and safety could outweigh the benefits of hosting a race in Kigali, potentially stalling tourism revenue and economic growth.

The European Parliament has urged the cancellation of the UCI Road World Championships in Kigali this September, further highlighting the diplomatic fallout. Michael Hart, CEO of motorsport sponsorship firm The CarMichael Group, warned that Rwanda’s F1 bid and other deals could be jeopardized if political tensions continue.

The Union Cycliste Internationale is “closely monitoring” the situation, while F1 has yet to comment.

In recent years, Rwanda has built strong tourism promotion partnerships with European football clubs like Arsenal, Paris Saint-Germain, and Bayern Munich. The country has also hosted major sporting events, including the NBA’s Basketball Africa League.

In December, Kigali welcomed F1 stars Max Verstappen, Lando Norris, and Charles Leclerc for an International Automobile Federation event, reinforcing its ambition to host a grand prix. A successful bid would require over $200 million in infrastructure investment but could grant Rwanda access to F1’s vast global audience and boost its economy.

Foreign Minister Olivier Nduhungirehe reported that tourism revenues jumped 36% in 2023, reaching $636 million, thanks to major sporting events. In the first nine months of 2024, revenue stood at $448 million.

Despite the ongoing DR Congo conflict, Rwanda has continued hosting conferences and events. However, some high-profile figures have faced pressure to boycott. Human rights groups urged U.S. singer John Legend to cancel his Kigali concert, though he proceeded, arguing that Rwandans shouldn’t be punished for political issues. Nigerian Grammy winner Tems, however, withdrew, citing concerns over the conflict.

Western nations and the UN accuse Rwanda of arming M23 rebels, who have seized key eastern DR Congo cities and threatened the capital, Kinshasa. Rwanda denies direct involvement but maintains its need to counter armed groups like the FDLR, which it deems a national security threat.

“Rwanda’s economic interests, including our tourism sector, are better served by peace, not conflict,” a government spokesperson said. “We have built a thriving tourism industry on stability and safety, which is why Rwanda continues to push for a political solution in eastern DRC.”
