He initiated a series of projects in the 1980s

With the oil boom in Nigeria, Shagari embarked on a housing project as well as the green revolution to help farmers and increase agricultural production. He also saw the completion of the Kaduna Refinery, Delta Steel Complex, and the Aluminum Smelter Company of Nigeria. However, the projects were seen as unsuccessful for various reasons.
