Meet the five youngest women to hold parliamentary positions in Africa

Emma Theofelus

Emma Inamutila Theofelus was born on March 28, 1996. She graduated with a law degree from the University of Namibia and started her career as a legal officer in the Namibia Ministry of Justice. In March 2020, she became the Deputy Minister of Information, Communication, and Technology, and a Member of Parliament via her appointment by President Hage Gottfried Geingob.

Her appointment at age 23 made her the first-ever youngest government minister and MP in Namibia, the first-ever youngest Minister in Africa, and the second youngest MP in Africa after Alengot Oromait, at the time of her appointment. Before her appointment, she was a youth activist and the Deputy Speaker of Uganda’s Children’s Parliament from 2013 – 2018. Her current role as an MP and deputy minister will end in March 2025 (March 2020 – March 2025). Emma Theofelus is currently the youngest government minister in Namibia and Africa.
