It has been 10 years since Rwanda banned plastic bag in the country. What has made it work is the vigilance of authorities, who will search bags at airports, and confiscate any plastic bags. The country also uses the aspect of shame (besides fines and jail term) by making illegal traffickers confess to their crime in public or use teeth to destroy the bags.
