South Africa banned plastic bags in 2004, and offenders would be fined of $8300 or a 10-year jail term.

However, it has been largely unsuccessful if the comments by former Environment minister Valli Moosa is anything to go by.

We need to see a far more holistic approach to tackling this. I want to challenge retailers and producers to take the lead and make explicit commitments to limit their contribution to the problem of plastic pollution.
