The government introduced the COVID-19 SMME Debt Relief Finance Scheme. The scheme is being administered through the Department of Small Business Development.

As part of the measures, President Cyril Ramaphosa announced a ZAR 200 billion (USD 10 billion) loan scheme for the SMEs affected by the pandemic.

The loan was intended to support salaries, rents, and contracts for up to three months, and was open to businesses with an annual turnover below ZAR 300 million (USD 16 million) which were unable to access other loans and are in an otherwise solid financial position, according to Africa Law and Business.
