While their people suffered, these African countries spent billions on military in 2017

South Africa

In third place is South Africa at $3.11 billion. The country posed as the most consistent country in military spending since 2012 at $3.6 billion. The 1.9% decrease in 2017 followed a government spending cut, which raised concerns in the South African National Defence Force that such a move could cost its peace missions.

The country has an external debt of $163 billion.
